Does Blood Moon effect cards that are not in play

For example if i use the ability of Goblin Charbelcher and the next revealed land is a Bloodfell Caves while Blood Moon is in play will Goblin Charbelcher do double damage?

No.
The ability says "nonbasic lands." Whenever an effect references a permanent type on its own, it means a permanent of that type. Permanents are cards or tokens on the battlefield.
In order to affect cards in other zones, the effect would need to read "nonbasic land cards," and it would specify the zones to which it applies.

No, it will do regular damage. Only lands in play are affected by Blood Moon.
