Does a phased-out card wwithout phasing phase back in?

This question mostly relates to Vision Charm. It can phase an artifact out, but will that artifact later phase in? Or will it stay phased out forever?

All phased out permanents phase in at the beginning of their controller's turn. That's all there is to the rule; the permanents don't actually need to have phasing,
