Does a card's cost affect it's own devotion effect

If I had Purphoros, God of the Forge , and three Goblin Arsonist s would purphoros be a creaure

Yes and no to your question.

Yes, the mana cost of Purphoros, God of the Forge would count towards its devotion.

However, the R from Purphoros and 3x Goblin Arsonist would only make 4 red devotion, not making Purphoros a creature,

I forgot Purphoros, God of the Forge only had one red I was just putting out an idea
