Does a card have to be on the field to play Pithing Needle?

The Question is, if I play Pithing Needle and my opponent doesn't have let's say an Ugin, the Spirit Dragon in play, can I still choose Ugin, the Spirit Dragon as my named card from Pithing Needle?

You can still name it.

The ability just says "name a card." There's no explicit restriction that you must choose something in a particular zone, so no such restriction exists.
