Do you have to pay 4 mana for two Monastery Sieges in play?

If I have two Monastery Sieges in play, does my opponent have to cast 6 mana for a Lightning Strike?
LOL Cast mana. Man better pick these up for Mono blue :P

You don't cast mana.
Yes. Each Monastery Siege applies its cost increase to spells your opponents cast that target you or a permanent you control.
