Do tokens have summoning sickness? When does summoning sickness apply?

I'm specifically asking about the card Dragonmaster Outcast, I want to know if that 5/5 flying dragon is eligible to attack right away.

But also, in general, can tokens attack right away, or do they follow the rules of other creatures?

All creatures have summoning sickness if "if it has not been continuously controlled by a player since the beginning of that player's most recent turn."

Basically, you need haste or similar language that nullifies this rule to get around it.

All permanents, including tokens, are subject to summoning sickness. However it only affects creatures.

Summoning sickness is determined by whether or not you have continuously controlled it since the beginning of your upkeep. If you have not, then it will have summoning sickness.

If you play a Darksteel Citadel, can you tap it for mana? - Yes. It has summoning sickness, but it is not a creature, so it is not affected.

If you play Darksteel Citadel and enchant it with Ensoul Artifact, can you attack with it? - No, because it became a creature and summoning sickness started affecting it.

Can you activate Gideon, Ally of Zendikar's first ability and attack with him the turn you play him? - No, because it became a creature and summoning sickness started affecting it.

So basically, you ask yourself "is this a creature?" No? Don't worry about summoning sickness. Yes? Continue this like of questioning:

Then you ask "have I controlled this permanent since the beginning of my turn (without interruption)?" Yes? Don't worry about summoning sickness. No? Continue the line of questioning:

Finally you ask "does it have haste or a wording that allows me to get around summoning sickness?" (some older cards like Instill Energy have such wording that lets you attack but not tap for abilities) Yes? Don't worry about summoning sickness (or whatever part you have a work around for) No? You can't attack with it or tap it to activate its own abilities. It has summoning sickness.

No, the dragon token can NOT attack. You have not controlled it since the beginning of your turn.

Oh, and reading the popup, it looks like Instill Energy has been errataed to grant haste. Good to know.

To clear up some confusion, the deciding factor here is whether you have controlled the creature since the beginning of your turn, NOT since the beginning of your upkeep.

Note also that triggered abilities that trigger at the beginning of a step naturally resolve after the beginning of that step.
