Do I get two attackers with Flamerush Rider + Primal Vigor ?

Let's say I have a Steel Hellkite, Flamerush Rider, and a Primal Vigor on the battlefield. If I attack with both creatures and copy the Steel Hellkite, do both tokens I get from [[Primal Vigor enter tapped and attacking?

You get two tokens tapped and attacking. Primal Vigor has a replacement effect that ONLY changes the number of tokens that enter the battlefield. The way they enter the battlefield (i.e. tapped, attacking, blocking, controller, etc.) is determined by the spell or effect that puts them in. In this case, it's tapped and attacking. The delayed trigger to exile the token also affects the Primal Vigor token.

Primal Vigor will double the number of tokens entering. It doesn't change anything else, so they enter as exact copies.
Both tokens are attacking
