Do abilities that make a spell cost less mana (like Animar, Soul of Elements) count as seven mana spent for Raggadragga, Goreguts Boss

Will something like a Phyrexian Ingester count as spending 7 mana if you actually only have to tap one Blue?

Raggadragga, Goreguts Boss references the mana spent to cast the spell. He will see the actual mana spent, so in your example he will not trigger from Phyrexian Ingester. If he cared about the mana value of the spell the trigger condition would be "Whenever you cast a spell with mana value 7 or greater".
