Devout Witness vs Fling

Can the witness stop fling if in case the witness destroyed the sac'ed artifact creature first?

Sacrificing the creature to Fling is an additional cost. Costs are paid during the casting of a spell, do not use the stack, and can not be responded to. So, no you cannot use Devout Witness to destroy an artifact creature to prevent its sacrifice.
