Devoid outside of the battlefield

I know that it's possible that this cannot be answered yet, but can Eye of Ugin tutor for a Dominator Drone? And could I cast said Dominator Drone for ?

The question at the core here is does Devoid affect cards outside of the battlefield?

Yes to both.

Devoid is a characteristic-defining ability, so it works in all zones, not just the battlefield.

You're correct that there are no official notes on devoid yet, but it seems that devoid will function outside of the battlefield. Note that the reminder text states, "This card has no color" rather than "This creature" or "This permanent."
