Derevi controlled by opponents

If an opponent controls Derevi, Empyrial Tactician and the player board wipes, does the controller choose to redirect to command zone or the owner?

The owner makes the decision.

Keep in mind that if you field wiped with something like Terminus that a Commander's owner can only return their creature to the command zone if it is put in the graveyard or into exile.
