Hi, is the additional cost of 2 mana to cast the spell named with Curse of Silence a triggered of activated ability that can be countered with Sublime Epiphany?

No, it's a third type of ability called a static ability. Activated abilities are always written in the form "[Cost] : [Effect]", and triggered abilities are always written to start with one of the words "when", "whenever", or "at". Anything else is a static ability.
It's important to note that some keyword abilities might have that text packed up in their detailed rules instead of written out on the card. For example: Equip is an activated ability and Prowess is a triggered ability. Often the important parts of the text will be given in reminder text, but not 100% of the time, so it's worth checking on if you're unsure.
