Commander damage with a token copy of my commander.

So let's say I have Rakdos the Defiler and Flamerush Rider on the battlefield and I have given Rakdos double strike via Fireshrieker. I enter combat and declare attacks with both creatures. Obviously I sac half of my non-demon permanents, and for this purpose I DO NOT sac Flamerush Rider. Second trigger resolves and I will create a token copy of Rakdos the Defiler. If I send the original and copy of Rakdos to the same opponent, do they lose with 21 commander damage?

They will not.

Being a commander is a property of the card and not the permanent. Every commander is unique in the game and tracks its own commander damage. With this same idea, if your opponent were to Turn to Frog your commander, they would still take the 1 commander damage because the Frog is still your commander.

It's also worth noting that without Mirror Gallery you would be forced to send one of the Rakdos to the graveyard as a state-based action because of the legend rule before blockers are declared.
