Cloudform/Manifesting Illusions

Can i Manifest lets say a Phantasmal Bear with Cloudform and attach it to the bear? Is Cloudform technically targeting the bear from the top of the deck? Will it be sacrificed if i turn it over and it finds Cloudform attached to it?

When you manifest the top card of your library, you are not targeting anything, nor does the ability of Phantasmal Bear function since it isn't on the battlefield.
Once you have manifested it, you may turn it face up for its casting cost. Doing so does not cause anything to change except the characteristics of Phantasmal Bear. Cloudform is already attached to it from when you cast Cloudform and doesn't detach/reattach, and even if it did, wouldn't target, as auras only target on the stack.
Manifesting the bear and turning it up leaves you with a Phantasmal Bear enchanted with Cloudform, a 2/2 with flying and hexproof.
