Chandra's Spitfire + Fiery Confluence

Me and my friends play Two-Headed Giant often (Casual Format), and I run a deck with Chandra's Spitfire + Fiery Confluence . At first I didn't think it would be overpowered, but after I got to play against my own deck, I felt the pain:

Fiery Confluence did 12 damage to us and Chandra's Spitfire got +18/+0. One-shotted.

Is this even legal in Legacy?

Yeah, it is legal in legacy. Not particularly strong there either.

Yes, that's how it works. Because of the way Fiery Confluence is written, choosing the middle mode 3 times will create 3 separate damage events. Because each team in 2HG has 2 players, that means a total of 12 damage from Confluence and 6 triggers for Chandra's Spitfire.

Both cards are legal in the Legacy format.
