Can Zevlor copy suspend spells?

Can Zevlor, Elturel Exile copy something like Inevitable Betrayal?

Under a normal interaction, Inevitable Betrayal will be cast immediately at the beginning of your upkeep when the last time counter is removed. Zevlor says "when you next cast an instant or sorcery".

Is it possible to tap Zevlor in response to the time counter being removed (or before it on your turn), and be able to copy Inevitable Betrayal?

Yes, you can get this to work the way you want it to. This part of suspend uses triggered abilities (abilities that start with "when/whenever/at") to operate, and you can activate Zevlor in response to either one of them triggering:

• The ability that removes time counters ("At the beginning of your upkeep...")
• The ability that triggers when the last counter is removed ("When the last is removed...")
