Can you respond to soulbound?

Hey there,

So, since the reminder text of soulbound cards there is not a "whenever, when or at" at the beginning of the effect, i'm not sure if there is a window for responses. This week I saw a streamed gameplay and the player A casted Tandem Lookout with Niv-Mizzet, Parun on the field. Player B said it would resolve but he would Path to Exile in response to the soulbound trigger. Is there really a window for responses?

Rule for Soulbond is 702.95a: Soulbond is a keyword that represents two triggered abilities. “Soulbond” means “When this creature enters the battlefield, if you control both this creature and another creature and both are unpaired, you may pair this creature with another unpaired creature you control for as long as both remain creatures on the battlefield under your control” and “Whenever another creature enters the battlefield under your control, if you control both that creature and this one and both are unpaired, you may pair that creature with this creature for as long as both remain creatures on the battlefield under your control.”

When Niv-Mizzet resolves the soulbond will trigger (As a note Player A does not have to state if they intend to bond Niv-Mizzet or not upon resolution). If Player B decides to respond to this trigger, then they are not paired at the time Path is cast.

Keep in mind that reminder text is just a summary of the more detailed full rules text and isn't written in exactly the same way as rules text. The use of the word "when" in the reminder text for Soulbond is meant to indicate that this is in fact a triggered ability, but you need to go to the complete official rules text (quoted by Delphen7 above) to see the standard rules wording.
