Can Sorin Markov target other Planeswalkers?

Now I know this question has probably been asked many many times. But I'm just wondering if Sorin Markov can tager other planeswalkers with his +1?

What I've found out is that you cannot directly target the planeswalker, but rather you can target the player and redirect the damage to the planeswalker. Could someone explain what exactly that means?

Planeswalkers are neither creatures nor players, so effects that target only creatures or players cannot target planeswalkers.

However, there's a special rule that allows you to redirect any noncombat damage you would deal to an opponent to a planeswalker that player controls instead. This means any spell or ability damage that you would deal to another player may instead be dealt to a planeswalker that player controls.

IF you apply this redirection effect, all of the damage that would have been dealt to the player is instead dealt to the planeswalker he or she controls. You cannot divide the damage. You also can't apply this effect to damage that you would deal to yourself.

Finally, the rule works only on damage; loss of life cannot be redirected (planeswalkers don't have life, and loss of life is not the same as damage)

Here's the rule:

306.7. If noncombat damage would be dealt to a player by a source controlled by an opponent, that opponent may have that source deal that damage to a planeswalker the first player controls instead. This is a redirection effect (see rule 614.9) and is subject to the normal rules for ordering replacement effects (see rule 616). The opponent chooses whether to redirect the damage as the redirection effect is applied.

Basically, any kind of damage that would be dealt to a player, aside from combat damage, may be used to do damage to the opponent's planeswalker instead of the opponent resulting in a loss of Loyalty counters. This includes Sorin Markov's +1 ability. All damage from a particular source MUST be redirected (you can't Lightning Bolt a player and redirect 2 damage. It's all or nothing. Loss of life (Sign in Blood) can't be redirected this way.
