If I activate Liliana, the Last Hope -7 and then Rings of Brighthearth can I get two emblems??

Yes, you do! A planeswalker ability is an activated ability like any other, and since Liliana's last ability isn't a mana ability, for you can double its effects without doubling its cost. This is true for any of her abilities, of course - the results for the -7 are just that much more dramatic.
