Can I use Ice Over to keep my Pacification Array tapped after using it to tap an opponents creature?

I know I could just use the Ice Over on the creature itself, but just curious if it would work the other way? Crazy deck idea I am trying with just artifacts and enchantments.

Yes, Pacification Array enchanted with Ice Over does not untap during its controller's untap steps.

Are you asking if using Ice Over to keep Pacification Array tapped will subsequently keep the creature targeted by Pacification Array tapped? If so, the answer is no. The array just taps the creature when it activates, it does nothing to keep the creature tapped while it is tapped. For instance, if you use it on your turn, the creature will untap naturally during it's controller's untap step even though the array hasn't had a chance to untap yet.

You can technically do that, but it won't produce the result you're going for. A card only does what it says, and Pacification Array doesn't say anything about the creature staying tapped for as long as the Array stays tapped. Consider Amber Prison and Deserter's Quarters as examples of cards that would work this way (and they also have a built-in option to keep themselves tapped).
