Can I use Bident of Thassa activated ability on my opponent's turn?

The question is self-explanatory. Bident of Thassa activated ability causes your opponent's creatures to attack, and costs one colorless and one island to use, plus tapping the card. It has been a subject of dispute among my friend and I.

Unless the ability states otherwise, an activated ability may be activated at any time that you have priority. This includes your turns and opponents' turns.

Also, the ability doesn't cost "one island." It costs blue mana. Islands are lands, and lands produce mana, but lands and mana are not synonymous.

I'm sorry if I sound rude, but how could this have been up for debate? Creatures can only attack on their controllers turn, so activating Bident of Thassa on your turn would have no effect.
