Can I Surgical Extraction a Faithless Looting in response of my opponent flashback it?

I thought that maybe it's on the stack, and not on the graveyard, to be a target for Surgical Extraction anymore. Is it possible?

Your thought is correct. As part of the casting process, a card is moved from whatever zone it currently occupies (in this case, the graveyard) to the stack, where it becomes a spell. By the time you get priority, Faithless Looting will no longer be in a graveyard and therefore won't be a legal target for Surgical Extraction.
