Can I "steal" their Monstrosity activation

If I for example my opponent activate Monstrosity on Polukranos, World Eater and I Morph Jeering Instigator with Monstrosity on the stack, who selects targets/is opponent? Is "opponent"/"you" decides when it goes onto the stack or when it leaves it? I'm guessing it's decided when goes onto the stack :(

Since Jeering Instigator only works if it is your turn, lets assume that your opponent decides to activate the ability on your turn.

Either way the way activated abilities work is fairly simple, in the same way as casting a card. When the ability is activated all intended targets and X costs are announced. This is known as choosing the Mode of the card.

So if you Morph your creature in response you will gain control of it, but the Mode has already been chosen. So you will not be able to decide targets

Let me clarify that as I realized that I kinda jumbled some of the facts.

When the Owner of Polukranos, World Eater activates its ability, that player announces targets before the ability resolves. That is the act of choosing a Mode. Just the same way that when you activate the Morph ability on Jeering Instigator (again, assuming its your turn and the trigger occurs) you have to choose a Mode, the intended target, before the ability resolves.

You've still jumbled some facts.

First , monstrosity is an activated ability. Polukranos, World Eater also has a triggered ability that triggers when Polukranos, World Eater becomes monstrous. Activating the monstrosity ability does NOT trigger the second ability, and you do NOT choose targets at that time.

Furthermore, Polukranos, World Eater 's ability has no modes. Modes are (1) or (2) options like those on Jeskai Charm . The triggered ability has targets, which are chosen when the ability is put onto the stack.

Because the triggered ability triggers when Polukranos, World Eater becomes monstrous (presumably during the resolution of its monstrosity ability), you can gain control of Polukranos, World Eater in response to its monstrosity ability and then control the triggered ability when it triggers. You will select the targets.
