can I respond to an ETB effect?

Example: end of my turn opponent flashes in Vendilion Clique.

Before they get to see my hand, am I allowed to Lightning Bolt the Clique to prevent the bolt from being the chosen option?

Of course the ETB still happens, but can I still bolt the Clique prior to this?

When a triggered ability triggers, it goes on the stack. Everyone is allowed to make responses before it starts resolving.

I should have clarified: triggered abilities always start with "when", "whenever", or "at". Vendilion Clique's ability is a triggered ability.
