Can i put the -1/-1 counters from Plague Belcher on Dread Wanderer?

Dread Wanderer is a 2/1 zombie jackal creature. So if i put the two -1/-1 counters from Plague Belcher on it: the wanderer dies. No problem with that because he can come back. But is it possible? Or is this an illegal action since the wanderer has only 1 toughness?---I know there are other "unholy alliences" with Scrapheap Scrounger or Tattered Mummy ...

Yes, that is perfectly fine.

You can place any number of -1/-1 counters on a creature regardless of what toughness they have. Their toughness is not a factor when placing the counters. If their toughness falls to 0 because of the counters, then they die.

No problem.

I wanted to clarify real quick (because I forgot to do so earlier) that you are placing two -1/-1 counters at the same time. This is why it doesn't matter because both go on the creature at the same time you declare it as the target.

Well, they counters go on what the ability resolves. You declare targets as part of handling the trigger and putting it onto the stack.
