Can I cast a spell in response to someone playing Dragonlord Dromoka?

I'm almost certain you can, but someone disputed me on it.

Yes. Dragonlord Dromoka's last ability doesn't function until Dragonlord Dromoka is on the battlefield, and the first ability doesn't preclude you from responding to the spell (even though it can't be countered).

In general, the abilities of permanent cards function only while those cards are on the battlefield.
