Can I activate Kytheon's Irregulars ability after blockers have been declared?

I attack with a creature, and my opponent declares his blocker. Assuming i have the mana available, is it legal for me at this stage to activate Kytheon's Irregulars abilty to tap the blocking creature?

You can definitely tap the blocking creature... but once blockers have been assigned, they're still blocking... whether or not they're tapped.

In order to stop them from being able to block you, the tapping needs to occur prior to the blocker being declared.
