Can Elite Scaleguard tap Ambush Viper if it's flashed?

If I have a creature with a 1/1 counter on it and it attacks it activates Elite Scaleguard's ability "whenever a creature you control with a +1/+1 counter on it attacks, tap target creature defending player controls" now if my opponent plays Ambush Viper using it's Flash ability to block attacking creature can I choose to tap it?

If he flashed it in after you had declared attackers, no, you can not tap it.

Elite Scaleguard's ability triggers immediately after you declare attackers, and you must choose targets as you put those triggers on the stack. Once the ability is on the stack, the opportunity to select targets has already passed.

No, when you attack with a creature with a 1/1 counter on it Elite Scaleguard's abiity triggers and you put it on the stack. Part of putting a spell or ability on the stack is choosing targets for it, so you can not target a creature that enters the battlefield after the ability triggers.
