Can delve spells exile a card to pay for force spike?

If I cast, say, a Gurmag Angler with several cards still in my graveyard and my opponent attempts to use Force Spike or a similar effect to counter it, can I exile a card from my graveyard in order to pay for the Force Spike?

No. Delving is only applied when you are paying to cast Gurmag Angler or whatever card has the Delve ability on itself. You must pay the
by tapping a land or generating the mana some other way to pay for Force Spike's cost.
