can i use brains first ability ,untap it with Voltaic Keyand then stack it with its second ability to remove that counter to cast the vision from my hand?

Unfortunately not. The counter is put on during the RESOLUTION of the Jar's ability, not as a COST. This means that there is not a counter to remove after untapping it.
