Battlefield Thaumaturge ability and the graveyard

Can Battlefield Thaumaturge lower the cost of cards that target creatures in the graveyard, such as Return to the Ranks , or is does the ability only apply to spells that target creatures on the battlefield?
Additionally, this is spelled out in the name of the card Battlefield Thaumaturge.

If an effect uses the name of a permanent type (creature, artifact, etc.) and doesn't specifically say either "spell" or "card in (a zone)", it only means a permanent of that type on the battlefield.

No.
Creatures in graveyard are not creature permanents but creature cards. Battlefield Thaumaturge specifically lowers the cost of spells targeting creatures, meaning creature permanents.
