Would Baral, Chief of Compliance add 1 damage to Burn from Within?

I run both in my control deck and i'm not positive how he works with X costs.

Yes, essentially. He can reduce the cost of the X spell by 1.

When you cast the spell, you first declare the value of X, then apply cost modifiers before casting spells. Typically, you add increases first then subtract decreases.
