Avaricious Dragon + Incorrigible Youths - does it work?

I'm wondering if Avaricious Dragon and Incorrigible Youths make a good combo.
Basically, when the dragon makes me discard my hand at the beginning of my end step, am I still able to summon the youths with madness?
Or is summoning not allowed during the end step?
Players gain priority in the end step, which means they can cast spells and activate abilities normally. This is what's happening if a player announces they're doing something at the end of turn.
However, Madness works fundamentally different. The ability itself allows you to cast a card during it's resolution, which means you get to ignore all timing restrictions. While a spell resolves, no player may cast spells or activate abilities, so this is really the only way Madness could work.
This is why you can cast a card with Madness that you discard in your cleanup step because you have too many cards in hand, where players don't normally get priority.
On a different note, I build a deck called SOI Die Hard that abuses this and also plays Avaricious Dragon, however with the rest of the Madness enablers, the dragon wasn't relevant in a single game so far...

Yes. Madness mechanics trigger anytime you are able to discard the card.
