Are you able to hold priority to activated abilities

Let's say I'm playing edh. I have infinite mana from Deadeye Navigator and Peregrine Drake. So if I activate Sea Gate Wreckage's activated ability, can I respond to it by activating the blink ability on my drake to untap the lands, then activate the activated ability (since I would have no cards in hand, I could still activate it) and loop this until I draw my deck?

Whenever a player has priority and casts a spell or activates an ability, that same player receives priority again once it's put on to the stack. (It's usually good to announce you are holding priority to your opponents). However, in order for that spell or ability to resolve off the stack, priority must be passed around the table, giving each opponent an opportunity to respond with their own spells or abilities.

Yes, if no one has any responses to anything, you may, in response to each instance of activating Sea Gate Wreckage's second ability, flicker Peregrine Drake, untapping it to rinse and repeat.

In order for this to happen, though, the flicker ability must resolve to repeat the process. At this time, you must pass priority to your opponents to allow them the chance to respond. You cannot just permanently hold priority while having your own spells and abilities resolve, without letting people respond. Your opponent may, in response to you activating the flicker ability, cast a Doom Blade, Wipe Away, Sudden Spoiling, or the like, targeting your Drake, or Navigator.

I didn't elaborate fully on one thing:

Yes, you can repeatedly activate Sea Gate Wreckage's second ability in response to itself however many times you wish. The ability only cares that you're hellbent at the time you activate it, not when it resolves.

1/22/2016 It doesnt matter how many cards are in your hand as the last ability resolves. For example, if you have no cards in hand and control two Sea Gate Wreckages, you can activate the last ability of each of them. Youll draw a card as each ability resolves.
