Are altars legal in tournement play?

Altars are a new area for me, and I just wanted to check to be sure.

My friend gave me an altar of Assemble the Legion, and I was just wondering if it's legal to use. Since I can't really link an image of it, I'll just say the words and mana symbols are not covered in any way, but it's "painted" around the art and the borders?

There are a few rules regarding alters.

First, the head judge (or, if there is no head judge, the tournament organizer) is the final authority on whether an altered card is legal for play. Always check with the head judge prior to the event start, and always bring unaltered copies of your cards in case your alters aren't approved for use.

Alterations cannot change one card to another card (e.g. you can't alter a Counterspell to be a Mana Drain). Alterations may only be done on real Magic cards. Proxies may only be used if issued by the head judge to replace cards damaged during the course of the event.

Alterations cannot provide any strategic information, hints, or tips. They must also be indistinguishable from other cards in your deck (they must be the same thickness and give no indication that they are alters besides changes made to the face.

It's just an Assemble the Legion, slightly painted. I think it's ok. But in case, I have a regular one.

Assuming that the paint does not significantly change the thickness of the card, it should be fine.
