Apprentice Necromancer and Gravepact

If I have a Grave Pact in play along with an Apprentice Necromancer can I activate the Apprentice and then once the costs are paid (and it's already in the graveyard) choose Apprentice Necromancer as the target, returning him, and then keep chaining this interaction because he has haste, thus making people sacrifice creatures so long as I have mana to activate the Apprentice?

I know with spells you announce targets then pay costs but somebody has told me for activated abilities you pay costs then choose targets which is why I thought I would ask this question.

Activating an ability and casting a spell both work rather similarily; in both cases, targets are chosen before costs are paid. An Apprentice Necromancer cannot return itself to the battlefield (unless using Illusionist's Bracers, Rings of Brighthearth, or similar; the copy of the ability created by those cards gets put onto the stack after the Necromancer's ability has been put on the stack, at which point costs have already been paid).
