About Silence??

Can you use it to counter a spell? For example they cast a creature like Terra Stomper, and you quickly cast Silence to prevent them from playing it? Stomper cant be countered, so does it go back to his hand, or enter the battlefield? What exactly does Silence refer to when it says spells cast before this resolve?

Oh and also can you counter Silence? Technically since its a spell cast AFTER Silence, it wouldnt work?

From the Gatherer rulings:

Silence won't affect spells that your opponents cast before you cast Silence. (In other words, it can't be used as a retroactive Cancel.) Silence also won't stop your opponents from casting spells after you cast Silence but before Silence resolves.

Always check the Gatherer rulings before asking a question.

Silence doesn't do anything until it resolves. Any spells cast before Silence resolves (whether they're cast before Silence itself is cast or cast in response to Silence) will resolve because Silence's effect won't yet apply, and because Silence's effect doesn't retroactively uncast spells.

What would happen if I played Staying Power and then played Silence?

Would it allow Silence's ability to go on indefinitely?

Yes it would. Your opponents would not be able to cast spells for the rest of the game.
