One, Noble Hierarch isn't in T/O's DB. Or at least it wasn't yesterday. I couldn't add it to a deck.
Two, why no Canlander?
I just checked, Noble Hierarch can be added to decks without any issue.
Further Canadian Highlander is already listed as a tag, so you can designate your decks for that format.

No idea why it couldn't be added, but ify you make sure it was typed in properly, you can stick the box to disable the checking feature or list the deck as a prototype and it should work!
Not sure on Canlander though xD
