Use the global site search feature (the magnifying glass in the top right), any thread post marked with the tag "question" will be one from the Q&A rules section. Unfortunately there is no rules Q&A search atm. I suggest if you don't find your question in the first 5 pages (using ctrl+F to easily find similar keywords) don't worry about it too much and just make a new one.
