I have a deck that strongly utilizes the 'draw card' mechanic (Nekusar), I feel it should be a deck characteristic criteria for hub.

All good, there is a lot of MtG jargon which is based around particular cards or old deck archetypes which can make it hard to figure out if you don't know the context.
Kind of like how a "rock" deck is not actually based around mana rocks, it actually refers to a particular type of G/B or G/B/splash X deck.

We need a kind of urban dictionary for older magic names and terminologies and where they come from. had to watch a youtube video to figure out what Ponza actually meant.

If you're forcing users to draw cards, there is already the "Forcefeed" hub which you can use.
