Can you playtest decks with other users in this site? I don’t play MTGO so I can do it there and have no one try test it with since pandemic started.

If you are looking for a way to play online without MTGO or Arena, you can't actually do that on T/O.
You could try untap.in or cockatrice though if thats what you want

Hey Flooremoji, what’s untapped.in and cockatrice exactly? I’ve never heard of them and want to know what they are before going there.

Untap.in is a browser client (website) that you can use to play card games, the most relevant of them being MTG. Cockatrice is an MTG client that you have to download and install to use. Both are free, so you can build decks and play against other people online without worrying about costs.
I haven't used Cockatrice personally, but I've been using untap.in for a few years now and it's always worked very well for me. They even have some really well-organized leagues that are run through discord, which is something you might find fun as well. I can probably answer any questions you have about untap.in.

https://discord.gg/yfan2K5e This is a really good discord that has leagues every few months in every format. Untap works like a charm, and it gives more interactive control over the boardstate, which is fun.

I sometimes playtest with a friend where we send boardstates to each other over discord
