I am newer to magic and I wanted to build a budget angel mono white deck. I need so advise on playing angels in general. I have noticed to high mana cost of angels and can see some problems already.

Angels were my first idea as a deck when I got into magic, too! First thing's first: What format are you making this for? Modern? Casual?

I'm not a specialist on angel decks, but the way I've seen them most of the time is decks splitted between angels and a bunch of low cost white crestures that buff each other or produce tokens. So basically you keep board control in the early game with little guys that get out of control fast, than as soon as you've got five mana down, the angels start falling, and if your opponent fails to respond immediately, it's usually gg. Anyhow. Thats the frame of the angel decks I've played against. I don't know what format you want to be playing, but if the set is legal in it, check out the card list spoiler for the Innistrad and Avacyn restored sets, they're overflowing with angel shenanigans.

Modern is the format I almost always play. so this is not an exception.

That's perfect then, innistrad/avacyn is modern legal. Look it up. It's full of goodies.

What humans would you recommend to put in this deck for early game.
