A Novice Aristocrat

Hey folks, any advice for building an Orzhov aristocrats deck would be appreciated since I haven't built this archetype before. Currently, I have modified a Commanders Quarters deck using Teysa Karlov. I am on a budget of no more than $5 per card but I am open to having a few expensive stretch goals.

If you're looking for more control, and are willing to spend upwards of $30, I can't recommend Grave Pact enough. Every time you sacrifice a creature, your opponents must do the same. It also gets around hexproof and indestructible.
