You have a mysterious Benal in the second and third abilities. While I like the idea of one Planeswalker using abilities based on another's loyalty, that should probably be updated.
And if the last ability gets modified to be non-land, or even non-enchantment, permanents, I think it would balance it down to a good spot. Sure, it's a -9 ultimate of a 7 MV card, but Carissa can still reach it in two +2s and survive. It basically says "You win the game on your next turn's combat step," which even Lord Bolas doesn't do, with Nicol Bolas, Dragon-God coming closest.

I will say that the ultimate is incredibly strong, like bonkers strong. It's essentially a guaranteed win, as your opponents aren't very likely to recover from having all their permanents wiped. Small exceptions include if they have an Eldrazi Monument or Avacyn, Angel of Hope on the field, or something like that.
The third ability also just doesn't fit with the fourth. Normally, you would expect each ability of a planeswalker to kinda help set up the others (like Nicol Bolas, Dragon-God) but in the case of this planeswalker the third ability actively inhibits the fourth.
Other than that, though, I really like the ability of goad and treason effects on a planeswalker! I think it works pretty well thematically and it's perfectly in color imo.
