At the beginning of your upkeep, choose left or right. Your opponent in the chosen direction exiles a card at random from their hand with a fate counter on it. You may play that card from exile as long as it has a fate counter on it.
If it said "for free" or "by paying mana of any colour", I would agree with you. Because it is an upkeep trigger, because it is tri colour, because it is once per turn, because you need access to still to cast everything, I like it. You could argue it is too easy to cast in a 3+ colour deck, since it only needs .
I think it should cost either , to make the cost match the Ultimatum cycle, and because it looks nice.

I think it having flash would make it more interesting, but as it stands, it's a good, fun card for chill games.

This generates an insane amount of card advantage should probably cost more
