Here’s a combo database. I searched for hard locks and soft locks in edh. You can use the search engine and only look for hard locks or just soft locks as well.

Lavinia and Knowledge Pool, both mentioned above in separate posts also form a lock together.

Mycosynth Lattice + Karn, the Great Creator locks your opponents out of using any permanents for mana generation. Null Rod would lock everyone out of generating mana... so I guess it could count as a wincon if you have a bigger deck than anyone else and will draw out your deck last, or if you have some way to win already established on the field.

Nekusar, the Mindrazer and Helm of the Ghastlord forms a soft lock, forcing opponents to discard every card they draw, locking them out of anything other than instant-speed spells.

Opalescence and Enchanted Evening keep players from every fielding a land... but this effect is symmetrical, so you need something to give your lands +1/+1.

Don't forget Notion Thief / Hullbreacher / Narset, Parter of Veils in combination with Reforge the Soul / Windfall / Winds of Change and the like. It's a one-time effect, but usually stops all opponents right in their tracks, as much as any lock would.

Not sure if that counts for your criteria, but it's worth a mention.

Also Possibility Storm + Rule of Law to forbid all spells cast from hand.

plakjekaas you can throw in Teferi's Puzzle Box with Narset/Breacher/Thief to keep your opponents hands empty.

Ensnaring Bridge + Bottled Cloister to lock out all your opponents from attacking with any creatures that have more than 0 power. Only works if your deck plays mostly at sorcery speed of course.

Tomorrow, Azami's Familiar with Zur's Weirding and a lot of life. Tomorrow will replace your draw with an Anticipate -like effect, meaning you don't draw the card anymore. Meaning your opponents can't make you mill the cards you would draw, and you don't reveal them. (Both effects replace your draw, and as the effected player you may choose in which order they apply. When Tomorrow, Azami's Familiar 's effect has replaced your draw, the Zur's Weirding can't replace your draw anymore, because the card you would draw, has already been replaced.)

Mycosynth Lattice + Darksteel Forge + Nevinyrral's Disk is a soft lock that pretty much completely stops your opponents from developing a board state.

Adding to what plakjekaas mentioned, the following cards also create a lock preventing players from casting spells from their hands:

Possibility Storm + Rule of Law or Archon of Emeria or Drannith Magistrate . The Magistrate is the best option because it only locks down opponents and costs 1 less mana than the other two options.
