Legendaries who shouldn't be legendary?

So theres been plenty of talks about nonlegendaries who should be legendary (looking at you Tamanoa) or nonlegendary cards who could be potentially used as commanders (like the Nephilim cycle before we had C17 or whichever introduced the 4 color legends) but what legendaries do you think arent as legendary as they should be? What legendary creatures do you think don't stand up to the task of being legendary creatures, much less commanders? Like the ability just might not feel powerful enough or it could be so similar to other abilities that it just doesnt feel legendary. One of my choices would be Kwende, Pride of Femeref.

Bonus points if you dont use a vanilla legendary like Barktooth Warbeard.

Oh boy, this is the thread I can list all the commanders I hate playing against out of spite!

I kid, I kid. For me it’s not so much which commander would no one cry over if they disappear, but rather which general would be the most fun to make lots of clones of?

Nekusar, the Mindrazer comes to mind for me. Not that I’d actually want him removed or banned, just picture the cloning havoc!

StopShot if you want to copy Nekusar you just have to look to Spark Double and/or Helm of the Host. I had one guy in my playgroup who played and Iona deck for a while with the express intent of getting five Helm of the Host copies of her on the field at once. He actually did it once and even though he stopped playing that deck after that he's still pretty upset about the banning.

As much as I love her, Judith, the Scourge Diva is underpowered as a legendary and does not need that distinction

Paeldroth - I agree and disagree. I disagree that Judith, the Scourge Diva is under-powered. I ran a pretty oppressive list built around her for a little while, but she does need some set up before she starts snowballing. Personally, I think they should've given Judith Mayhem Devil's ability. That would've been a great legendary creature.

Now, in response to the OG post: There are tons of legendary creatures that I think shouldn't be legendary based on power-level (cough cough Kamigawa legends cough cough), but that list would be too long. I personally don't think Bladewing the Risen should've been legendary or any of the creature sides of the flip walkers (i.e. Kytheon, Hero of Akros  Flip). Questing Beast was kind of a swing-and-a-miss as well. If you have read or are knowledgeable about Aurthurian lore then you understand what the Questing Beast is, but if you aren't (which a lot of people seem to be) it's a rather confusing choice. Lastly, my dearly beloved Skeleton Ship is a bit of an odd legendary choice.
