A friend offered me a collector booster pack and I opened a Jodah, the Unifier textured foil and I wanna build him but legendary theme look like it could be expensive.
I was wondering if I could buy the legend's legacy and use him as the commander and splash some green for ramp and some blue or if it would be trash?

Bare in mind that while his first ability cares about legendary creatures, his second ability does not. So if you cast Primevals' Glorious Rebirth or Thran Temporal Gateway or literally any Planeswalker, all of these trigger his second ability.
In fact, you could very easily make Jodah Superfriends.

I actually pulled Jodah as well as Karn's Sylex and Ajani, Sleeper Agent today, with KS being the 2022 prerelease foil from the pack

This seems perfectly fine. Quick thought: Maybe critically look at the list with regards to etbs you wouldn't want to trigger at some points. For example, hiting Massacre Girl off of Jodah might actually lose you the game sometimes.

Not always. There are a ton of extremely cheap Planeswalkers.
The deck won't be very powerful, but it can still be a quite a bit of fun.

There are a lot of cheap legends now. However, I'm always going to advocate for proxies in non-sanctioned kitchen table game but I know some are adamantly against proxies. So, if they're not an option base the deck with green and use green ramp spells like Explosive Vegetation. There are cheap rainbow lands like Command Tower and Exotic Orchard that work great too.

I think that would be a good starting point, but I think there are enough affordable legendary creatures that you can develop the deck fairly easily, even on a more restrictive budget.
Also keep an eye out for support cards like General's Enforcer, Bard Class, and Time of Need (as some examples) to help hold the deck together.
