Looking for a Good Deck That's Designed Around Bouncing My Opponents' Permanents to Win

I played against a mono-blue deck with an aggressive bounce mechanic, and it was pretty impressive, though I can't recall who he used as his commander.

He achieved his win condition very quickly against my friend and me before turn six, and it wasn't a lucky capsize combo.

I like to make use of a variety of different decks with their own signature mechanics to ensure that my play sessions are unpredictable and to keep my opponents from building an uber deck that can capitalize on a particular style of play i.e. tribal.

I'm moreso leaning towards budget decks, with no more than two colors.

Assuming anyone has any suggestions, please post the decklist link in your response. I suck at evaluating and building decks, so any suggestions would be appreciated.

Venser, Shaper Savant is a good starting point. He's great with flicker effects and a good commander for what you brought up.

Also Deadeye Navigator screw that guy.

You could monoblue, in which case I'd pick something like Baral, Chief of Compliance but mono limits your options, other colors, such as white opt for commanders as Grand Arbiter Augustin IV and some cool bounce spells as well.
The majority of your deck would be sorc/instants, so Baral is a solid choice imo. Venser, Shaper Savant is an option as well, but I would rather have it as a solid card in my deck probably.

Try Alexi, Zephyr Mage, for bouncing opponent's creatures, or Higure, the Still Wind, to bounce your own!

Eldrazi Displacer, Roon of the Hidden Realm, Mistmeadow Witch, Crystal Shard, Dissipation Field, AEther Adept, Reflector Mage, Man-o'-War, Tradewind Rider, Vedalken Mastermind, AEtherize, AEtherspouts, Evacuation, Cyclonic Rift, Devastation Tide, Deputy of Acquittals, and Brago, King Eternal are just a few suggestions.

Be wary of Eldrazi Displacer because he requires colorless mana to activate. Sounds like a cool idea with a bunch of ETB effects on your creatures so if your opponent is creature lite you will still be effective. Lavinia of the Tenth would be a cool general that would be obnoxious to go against. Especially against a deck that utilizes a bunch of mana dorks. Also good for the mirror match. Deadeye Navigator is a total must. I know someone else mentioned him, but if you do get him on the board he's so broken. Another idea would be to play Mimic Vat having recurring creatures of you or your opponents sounds legit.

I guess I was really hoping for a suggestion in the form of a deck link.
