Is Magistrate's Scepter Worth the Risk?

I very much would like to put Magistrate's Scepter in my Atraxa, Praetors' Voice EDH deck, but the reasons for which I have not yet done so are both the amount of mana that must be invested in it (3 to cast, 4 to place a single charge counter on it) and the fact that, after I cast it, my opponents will do everything that they can to prevent me from using to its fullest potential. If the cost to place a charge counter on it was not so high, I would experiment, and see how much use I could derive from it, but, as it currently is, I am not certain if I should use it.

What does everyone else say about this? Is Magistrate's Scepter worth the risk of using in an EDH deck?

I think it's a personal decision. You paint a fair picture of the costs, the only thing left to decide is: "Is this costly, janky permanent that makes me arch enemy the moment I threaten to use it for what it's meant to do, worth my time in a game trying to make it work?"

All the reasons not to, have been laid out, the reason to do play the card, is making all your opponents watch you take infinite turns. Is that good? Yes, obviously. Is it worth it trying to pull off in actual games trying to have a good time playing commander? That's up to you to decide. I personally don't think so, but don't let that stop others, if that's your way of having fun, go for it!

Casual/mid = sure. high/comp = no. The card is fair and it's sort of the pay off you'd expect to see at a mid power game; theres a lot of set up and it's highly telegraphed and it gives your opponents roughly 2-3 turns to respond to it.

plakjekaas, RNR_Gaming, in view of your responses, I think that the scepter requires too much preparation that can be easily disrupted, so I shall not use it; if the cost to put counters on it was lower, then I would consider it.

it really depends on your meta
the obvious answer as pointed out is that it takes to much mana and time to activate and therefore will be removed before it is useful
but i used to run it in my Lord Windgrace deck combining it with Evolution Sage as a late game infinite turns
Surprisingly enough 9 out of 10 times it would go off, most opponents already blew out there artifact removal on my early game plays, also i was able to utilize Goblin Welder to surprise it out with a counter at last end step before my turn

so my vote is if its not "Broken" don't cut it.
